This emphasizes the participation of local administrative organizations, communities, private sector networks, and all sectors of society to improve the quality of life for the people.

– Develop mechanisms and tools for integrated water resource management through the participation of all sectors.
- To conserve, restore, and develop water resources and wetlands to provide water resources and improve the efficiency of water storage and drainage, as well as maintain the balance of the ecosystem.
- Develop, install, and enhance natural disaster monitoring and warning systems, as well as climate change adaptation solutions.
